Thanks for getting in touch! When an idea is resubmitted, it is essentially treated as a new submission: it will be posted to the site immediately, with a comment and voting count of 0. This is because many users choose to make significant changes to their ideas before resubmitting them. Oftentimes, the feedback provided by other users will be used to change/improve a submission, and we want to make sure that any votes or comments are relevant to the current submission.
