After idea submission, QS should review that idea to validate if it's fit for voting. Pre-qualification could be based on many criteria, but here's a couple must-haves, in my opinion:
- Is this something built as a new product or licensed to companies that build products this idea would enhance?
- Can it be built for under $xxx?
- Is it a serious idea?
Examples of ideas I would have rejected if I were the one pre-qualifying these things:
- Time machine
- Awesome new car that flies
- Better door frame for houses
There are some great ideas that would be rejected by the first 2 criteria, but we're never going to pick those anyway and this idea clutter is a waste of time and resources.

Hey Joe. We actually already do this. Mr. Andy Garcia goes through each and every submission in both rounds and pulls any ideas that are out of our scope. Some things that are in a gray area (products targeted for an industry or licensing) will be left in. We let the community decide if they're right for Quirky.

I'm pretty sure there was actually a time machine submitted at one point. I could be wrong. =)
