Intellectual Property Developed And Sold As A Product

Some of the great ideas that get submitted are not for complete products. They are for making a improvement on an existing complex product.

If the improvement is something that is not being done by anyone already, then there is usually intellectual property involved. Since the idea involves a complex product, it is unlikely to be made into a complete product(by Q).

The idea is good, it can be made, people would buy it, so what should happen? I think that the idea should be developed into a patent(secured Intellectual Property) then lease the rights to that Intellectual Property as if selling a product.
